This one-day course is designed to give you an introduction to Other Transaction Agreements (OTAs) used by the federal government (Defense and Civilian agencies) to attract new sources to address research and development goals and objectives. After a brief review of the history and scope of OTA use, we’ll focus on their growing significance in current federal spending. Key roles and responsibilities will be examined as well as OTA program management models used today. Program execution will touch upon OTA planning, solicitation, evaluation, and selection. We will use a sample OTA to examine key features and clauses, then conclude with a review of common OTA myths and lessons learned.

All acquisition personnel including Contracting Officers, Contract Specialists, program and project managers and staff, and employees engaged in financial management and auditing.
