Curriculum |
The Graduate School and Rutgers University-Newark Campus have designed the curriculum around a series of competencies, which OPM maintains are necessary for government managers to perform well in the 21st century. The Leadership Effectiveness Inventory outlines these competencies: creative thinking, planning and evaluation, customer orientation, management controls, financial management and technology management.
An orientation session opens the program with a review of the latest trends in public administration and a self-assessment of each participant's skills and abilities. During this week individuals meet with Graduate School faculty and Rutgers University–Newark Campus coaches. They also map their individual program with their CPM mentors.
The instructor-led seminars and directed learning activities focus on leadership and management, technical and quantitative skills, analytical and conceptual skills, and human skills. Courses are offered on the principles and practices of public administration, and individuals study performance measurement, technology applications, communications, leading change, results-driven management, problem-solving and decision-making, and ethics for results-oriented environments.
An additional program component is a self-directed developmental project designed for the practice of new skills and the application of new knowledge by the participant for the benefit of his or her organization. An evaluation process concludes the program.
Upon successful completion of the program, participants may become members of the American Academy of Certified Public Managers, a network of federal, state and local government leaders and managers.
